Scenario: Opponent has burnish hart in play and no other creatures, he activates its ability and in response I cast doomblade targeting it.
Opponent says burnish hart is an illegal target because it had to be sacrificed in order to pay for the activation cost so it is impossible to counter it, I say that it doesnt get sacrificed until its ability resolves allowing me to doomblade it and prevent him from paying the activation cost.
Who's correct here? Me or my opponent?

Everything before the colon in an activated ability is a cost, everything after the colon is an effect. So when he activates the Hart he pays the mana cost and sacrifices it, thenyou would both get priority before the ability resolves.
Your opponent is correct. Sacrificing the Burnished Hart is a cost to activate the ability. Costs are paid as part of activating the ability, and players will not receive priority to act until all costs are paid.
