According to the new ruling, the original Depths dies, Thespian's Stage lives, Stage is now a Depths with zero counters on it, and I get a Marit Lage.
Why didn't this work with the old legend rule? I understand that post-activation, the Depths and Stage legend rule each other away, but doesn't the game see the "text" on Stage about "When ~ has no ice counters on it"?

It's because of the wording of the triggered ability...
When Dark Depths has no ice counters on it, sacrifice it. If you do, put a legendary 20/20 black Avatar creature token with flying and "This creature is indestructible" named Marit Lage onto the battlefield.
...as you can't sacrifice the Dark Depths/Thespian Stage as the trigger resolves, since the Dark Depths/Thespian Stage would already be in your graveyard. The ability actually triggers, you just can't sacrifice the referenced permanent since it is no longer on the battlefield.
It didn't work before because of the wording on Depth's triggered ability:
When Dark Depths has no ice counters on it, sacrifice it. If you do, put a legendary 20/20 black Avatar creature token with flying and "This creature is indestructible" named Marit Lage onto the battlefield.
It's never sacrificed because by the time the trigger resolves Depths is already in you graveyard. Because you didn't sacrifice it you don't get a token.
