This is incorrect. You need valid creatures/object to enchant, but returning them to the battlefield does not target anything.
An aura spell targets while it is on the stack. An aura card anywhere else, or an aura permanent on the battlefield never targets.
Retether moves all auras that can legally enchant a creature from the GY (where the cards do not target) directly to play, (where the permanents do not target), attached to permanents they can legally enchant.
Note that in the case of Retether, the spell only allows you to choose creatures to enchant.

Aura spells are always targeted. These are the only permanent spells with targets. An Aura's target is specified by its enchant keyword ability (see rule 702.5, "Enchant"). The target(s) are chosen as the spell is cast; see rule 601.2c. An Aura permanent doesn't target anything; only the spell is targeted. (An activated or triggered ability of an Aura permanent can also be targeted.)

If an Aura is entering the battlefield under a player's control by any means other than by resolving as an Aura spell, and the effect putting it onto the battlefield doesn't specify the object or player the Aura will enchant, that player chooses what it will enchant as the Aura enters the battlefield. The player must choose a legal object or player according to the Aura's enchant ability and any other applicable effects.

If an Aura is entering the battlefield and there is no legal object or player for it to enchant, the Aura remains in its current zone, unless that zone is the stack. In that case, the Aura is put into its owner's graveyard instead of entering the battlefield.
No, those cards don't require targets. They let you attach auras to appropriate permanents even if those permanents have shroud. You can't attach an enchant creature to a land though.

Attaching an aura to a permanent is part of the effect of an aura coming into play, so a card that returns an aura to play wouldn't need to say anything about attaching it to something; the rules would handle it. And since there would be no targeting involved, then you could enchant something that would otherwise be untargetable. It's one of the stranger inconsistencies left in the game rules, imo, but yeah, you can enchant untargetable stuff as long as you bring it onto the battlefield without casting it.

I think this is fairly reminiscent of the "Jace Battles" we have seen in past standards.. My guess is we will soon witness the great Monomania-Wit's End battles.
