No cards in hand, merfolk looter in play. It's the end of your opponents turn and the top card of your library is a miracle card. You tap looter draw the miracle, what happens?
A) miracle triggers, and you cast the spell then discard nothing?
B) miracle triggers but you must discard it because you have to finish resolving looters ability.
I know under the normal surcomstance you couldn't cast in the middle of a spell but what happens when abilities trigger off of different parts of muliti step spells? Especially when the trigger casts another spell?
The miracle ability will trigger, but you have to finish resolving the current spell or ability (in this case, the Looter ability) before you can put the miracle trigger on the stack. In this case, since you have no cards in hand, you'll have to discard the miracle card before you can put the trigger on the stack, so you won't be able to cast it (since it's no longer in your hand).

Miracle is two linked abilities a stack ability that allows you to reveal the card when you draw it and triggered ability that allows you to cast it.
The triggered ability part of miracle will not go on the stack until the next time SBA are checked which is going to be after any spell/ability currently resolving finishes.
If you activate the merfolk looter on you opponents turn and reveal a miracle spell you will have to discard a card before you get the chance to cast the miracle.
This will mean if you did not have any cards in hand when you activate the looter you will have to discard your miracle spell so won't be able to cast it.

what if you have a Tamiyo emblem and this scenario occurs? Is it the same object once it returns to your hand or does the trigger "forget" this is the same card because of the zone changes?

Whenever an object changes zones it becomes a new object even if it returns to the same zone.
This is why a Doom Blade will be countered on resolution if you Cloudshift its target.
