I read the rules for Miracle and I just want to understand some things for sure.
Lets say for argument's sake this is the scenario. Its my opponent's end step and I haven't drawn a card during their turn. I cast Desperate Ravings during this step, we both pass priority and it begins to resolve. I draw the first card and it has Miracle, I have enough mana and legal targets to cast the spell so I decide to reveal it.
Miracle is a triggered ability. This means it would go on the stack after Desperate Ravings is done resolving right? When I reveal the spell what do I have to state/do at that point? After I do that next I draw another card and then discard a card at random. It would seem that if I discard my Miracle spell I wouldn't be able to cast it according to the rules doc I saw. If I don't discard it the trigger would go on the stack. Then while that resolves I cast the Miracle spell (this should be where I decide anything about whether I want to cast it or paying costs or targets or anything like that) which also goes on the stack. Then the spell would resolve if I decided to cast it.
I can counter Miracle with Stifle right? If I do then the spell remains in the hand of its owner if I'm not mistaken. I can also use Counterspell on the spell which would send the spell to the graveyard right?

Close, Miracle represents a Static ability tied to a triggered ability. More simply, Miracle does two things: First, it allows you to reveal the Miracle card AS YOU DRAW IT (that is, IMMEDIATELY as you draw it) if it's the first card you drew this turn. Second, if you revealed such a miracle, then it triggers the ability "When you reveal a card this way, you may cast it...".
So, you reveal the miracle the moment you draw it (before it comes into contact with the other cards in your hand), and then the triggered ability will go on the stack at the next possible opportunity (which is after Desperate Ravings resolves). This means that, awkwardly, the miracle will stay revealed while resolving Desperate Ravings, and so you must come up with a random method of discarding that keeps the miracle revealed.

You don't have to state anything at the time of revealing the miracle. Even when the triggered ability later goes on the stack, the effect says you MAY cast the spell at that time, so you don't have to choose whether you're going to cast it or not until the resolution of that triggered ability. Since you're not casting it yet, you aren't choosing any targets or anything for it at that time.

This is all correct. Just to clarify, if you choose to cast the Miracle, it goes on the stack and can be responded to just like any other spell

Correct. Stifle targetting the Miracle triggered ability will cause your opponent to not be able to cast it using Miracle. Since the card was never cast, it remains in the owner's hand. And yes, Counterspell works as usual, because once you choose to cast the spell at the resolution of the Miracle triggered ability, that spell is a spell just like any other on the stack, and can be interacted with as such.
