Spitting image is green, so yes it can. It doesn't matter that spitting image is also blue, because it's green too. a spell cannot be green and not green. It's green AND blue, and as such, qualifies as a green spell.
Spitting Image is green, so it can target Gaea's Revenge. That it is also an other color doesn't change the fact that it is green, so it is not nongreen.
Really, it's simple english (and knowing that in the rules, a green multicolor card is just as green as a green monocolor card).

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
I don't see why not, Spitting Image is both Blue and Green. For it not too be able to target, Gaea's Revenge wording should have been "Can only be targeted by mono-green spells or abilities."
This was the subject of MUCH debate at Commander night.
