No. Since it is during their upkeep when they remove the last counter, they cannot play it 'at sorcery speed'. Therefore they remove the last time counter, and it sits removed from the game forever.
More importantly, the stack is not empty when they remove the last counter, since you're still in the middle of resolving the Suspend trigger. Even if you remove the last time counter during your main phase, you will not be able to cast the spell while under the influence of Teferi.

No, they can never cast a suspended card as long as you have Teferi out. Even if they manage to remove the last counter during one of their main phases. Since the trigger that tells them to cast it is still on the stack when they try (so it's not a time when they could cast a sorcery).
More importantly, even if your opponent somehow removed the last time counter from a suspended card during his main phase, he will still not be able to cast the card.
Part of Suspend is a triggered ability that says "When the last time counter is removed, cast this card." The ability is actually instructing you to cast the card while another ability is resolving. One of the requirements for casting a sorcery is that the stack must be empty. While the Suspend ability is resolving, it is still on the stack, so the stack is not empty. That means you cannot cast the suspended card even during your main phase.
