My opponent cast Melira, sylvok outcast, i have a Glitener elf on battlefield and inkmoth nexus (not activated). Now it's my turn if i activate my inkmoth nexus, it loose the infect on it ?
Wasn't sure how the stack work... Melira is like a enchantement ?
And let's say it loose infect on my inkmoth nexus, during a turn i kill Melira, if a reactivate my inkmoth nexus without melira on board, my inkmoth re-gain infect right ?
Melira has a static ability which says any of your opponents creatures lose infect. regardless of timestamps as far as i'm aware.
But yes, if you kill Melira and then activate your inkmoth. The inkmoth Does have infect. Because as long as she's not on the board, her static ability is not in effect.

Actually, the Inkmoth Nexus will have infect even if Melira is still on the battlefield. Melira's static ability and the part of the Inkmoth's activated ability that gives infect are both applied in the same layer (layer 6, Ability-adding and ability-removing effects), so they're applied in timestamp order. The only way Melira can strip infect from an Inkmoth nexus is if it's flashed into play after the nexus has been activated.
Oh, and pre-emptive answer to the question, dependency is not an issue here because Melira's ability affects all the opponent's creatures, regardless of whether they had infect in the first place.
This actually the same line of logic which people have written at some length about explaining the interaction between Humility and Mishra's Factory. Because neither the factory nor Humility affect how each other's effect is applied, it goes in timestamp order as reydien has stated.
It should also be noted that her first static ability will prevent the assigned damage from Inkmoth Nexus from having any effect whatsoever, since the creature with infect can't deliver poison counters.
so does it keep infect or not? or just deal regular damage?
In this case, with Melira on the battlefield, it would gain Infect when activated. But, thanks to Melira, Infect will do nothing, since you can't place -1/-1 counters on their creatures, and they can't get Poison Counters.

What if with the infect damage of the result of the stack with livewire lash i target the player. He will receive what ... just nothing ?
Not sure to understand since my dmg lose infect i have illegal target...

As an additional point of clarification on this: Because it still technically deals damage, any effects that simply look for damage being dealt will still work, and if you can manage to give the Nexus deathtouch or lifelink those results of damage will still happen.
(i completly forgot melira couldn't have -1 counter on her when i write my thing .. duh)
So, one of the way to kill melira is just do normal damage with a Glistener Elf equiped with livewire lash and pump my creature then target melira... but after my elf still don't have infect ...

If Melira is not on the battlefield your elf will indeed have infect.

No, because the Inkmoth Nexus has infect, as previously discussed in this thread. Both abilities apply in layer 6, but the Nexus's effect has a later timestamp, so it is applied after Melira's effect, and the result is that the Nexus has infect.
The inkmoth will have infect (since it's "I have infect" ability has a later timestamp than Melira's "creatures lose infect" ability) - if it deals damage it will try to deal poison counters (or -1/-1 counters), but Melira's first ability will prevent that from doing anything.
The result is that the opposing player's inkmoth nexus is effectively prevented from dealing any relevant damage. No, this is not a modo bug as many people seem to think.

(Actualy i kill Melira with a blocking Spellskite + Mutagenic Growth, i was freaking happy ! :p)
