Alright, other than the names, what is the difference between Red Elemental Blast and Pyroblast. I know both can counter blue spells and destroy blue permanents. But with the way it's worded, is there more to it?

Yes, there's more to it. Red Elemental Blast can only target spells or permanents that are blue. Pyroblast can target any spell or permanent, but will only do anything on resolution if the target is blue when Pyroblast resolves.
This difference matters because it makes Pyroblast more susceptible to target-changing shenanigans.

There's a slight difference. Red Elemental Blast can only target blue spells and blue permanents; Pyroblast can target any spell or any permanent, it just doesn't DO anything if they aren't blue. So, if you use something to shift targets around, you can only change REBlast's target to a different blue spell/permanent; you can shunt Pyroblast onto any spell or permanent, it just won't do much unless the new target happens to be blue.
