Exile. Totally grokkable change. Also, big note: "However, the acknowledgment that this zone is, in fact, fully within the game does bring about functional changes to the six Wishes,"
Exiled cards are not outside the game.
Is this def true? I mean I understand your thoughts on it and follow your logic I am just curious as to whether or not this is confirmed somewhere? Also the isochron scepter question above begs an answer as well. Will it be exiled or RFG for purposes of wishes. The only example I can currently think of mattering is Yawgmoth's Will and Burning Wish
so the way i understand it is no player receives priority between the end of declare blockers phase and the end of combat damage phase? Even when first strike happens?
soo... say my knight of meadowgrain kills something in the combat phase while my algae garial is also attacking.. the krok's +1/+1 ability goes on the stack and dutifully resolves after combat?

Whenever you would do something now, instead do it whenever.
there is no official ruling on this, but I'm fairly sure you still can respond every step.
Things happen at the beginning of steps (damage, assigning blockers), then both players have to pass priority (or play something) for the game to advance to the next step.
You will have a "first strike" combat damage step and a regular combat damage step.
Under old rules, when a combat damage step starts, you put the damage on the stack.
Under new rules, damage is simply dealt as it starts.
So "first strike" combat damage step starts and creatures deal damage. Jitte triggers and is resolved. Then both players have an opporunity to play someting before proceeding to the "regular" combat damage step where a double strike creature can once again deal damage.
In your example the krok will get its counter before it deals damage.

"Everybody dies, Tracey. Someone's carrying a bullet for you right now, doesn't even know it. The trick is to die of old age before it finds you."
I see, so what constraints are placed on damage assignment then?
If multiple blockers block the same attacker, the attacking player announces an order for those blockers as part of the declaration of blockers. A blocker that's later in this ordering can't be assigned damage unless the blocker before it is assigned "lethal damage", where "lethal damage" is defined the same as for trample.

Do the new rules apply at the M10 PRErelease? I'd assume they do, but want to be sure!
Yes, they will. From the original article itself...
These rules changes go into effect on July 11, 2009 (the first day of Magic 2010 Prerelease events) and are scheduled to take effect on Magic Online on July 29.
A lot of people seem to be getting confused on what does and doesn't use the stack.
It's really simple guys: Combat damage no longer uses the stack. That's it. Everything else that used to use the stack still does. Abilities that trigger from damage still use the stack. Abilities that trigger on attacking still use the stack. Activated abilities that deal damage still use the stack.
The order of steps hasn't changed either: There's still an opportunity to cast spells and activate abilities after attacks before blocks, and after blocks before damage -- just not with "damage on the stack" since it doesn't use the stack anymore.

Remember, kids: Never fight with Flashback, 'cause Flashback always wins.
TLDR version of the new rules (cliff notes, if you will):
1) Simultaneous Mulligans: All mulligans will be handled at the same time, so if both players mull, they both shuffle and draw instead of one player, then the next, etc.
2) Battlefield: In play = the battlefield. This will be called "the field".
3) Cast, play, and activate: Spells are now "cast", not "played". Activated abilities are now "activated", not "played". Players may be required to loudly point out a distracting thing to their opponent when sticking a land onto the field.
4) Exile: RFG = Exile zone, which is not outside the game, and thus cannot be accessed by wishes or any other card for that matter currently except for Riftsweeper. Yawgmoth's Will, Swords to Plowshares, Extirpate, and the wishes all exile the affected cards.
5) Beginning of the end step is now clarified on cards that trigger at that point in time, as opposed to wearing off at EOT. Examples: Giant Growth (EOT) and Ball Lightning (Beginning of End Step).
6) Mana Pools now empty at the end of each step and phase, instead of just each phase.
7) Mana burn eliminated.
8) Tokens now are owned by the player whom the token entered play under control of. Example: Hunted Dragon pre M10 - Dragon caster owns tokens, may Brand or Tel-Jilad Stylus them. Hunted Dragon post m10 - casters opponent now owns tokens, and trickiness with brand and stylus eliminated.
9) Combat damage no longer uses the stack. No more block, damage on the stack, bounce/sac/whatever tricks.
10) Attacking players choose which order blockers are assigned damage (In practice, this functions exactly like trampling across blockers).
11) Deathtouch is a static ability. Creatures with deathtouch may divide their combat damage as though m10 rules don't exist. Examples: I control a Thornweald Archer, and attack into a Troll Ascetic. Pre m10, the troll must regenerate twice - once from damage, and once from deathtouch. Post m10, no longer - once will do the trick.
Again, the Thornweald Archer sallies forth, this time attacking into the two Wall of Denial that cost me that draft game. The two walls block, and the Archer, since it has deathtouch, may assign 1 damage to each of them instead of the amount necessary to destroy the blocking creatures via damage.
12) Lifelink is now a static ability, and no longer cumulative. Cards that do not have lifelink, however, retain their triggers and are de-errataed. Examples: 2 Loxodon Warhammers on a Rhox War Monk gains you a total of 9 life when the Monk deals combat damage, not 27. 1 Loxodon Warhammer, 1 Armadillo Cloak, and 1 Spirit Link on a Hill Giant gain you 8 life from lifelink (hammer), 8 life from the Armadillo Cloak trigger, and 8 life from the Spirit Link trigger for a total of 24.
Moreoever, if you're at 2 life and block a Hellkite Overlord that isn't pumped with a Rhox War Monk enchanted with Shield of the Oversoul, you will gain the life from lifelink at the same time you lose it, and still be alive with a net gain of 3 after blocking 6, losing 2, and gaining 5. This only works with lifelink, not cards like Spirit Link or Armadillo Cloak.
So, a further question on first strike. Since it creates an extra attack step and players have a chance to play spells before regular damage resolves, is it possible to bounce the first strike attacker back to your hand?

Don't see why not.

I am no longer on MTGS staff, so please don't contact me asking me to do staff things. :|
Let me get one thing straight with you. When Condor and an official ruling disagree, 50% of the time the official ruling gets reversed later. The other 50% of the time, the rules get clarified/changed to make the ruling right when it really wasn't before.
OK, so it would also be possible for, say, my Mogg Fanatic - that has somehow gained First Strike(Bloodmark Mentor) - to make First Strike damage and sacrifice itself to kill a x/2 creature?
Yes you may do that provided the x/2 creature does not also possess first strike or double strike.

It's confirmed in the first-hand info from Forsythe and Gottlieb.
They say that cards in Exile are not outside the game:
Quote from Gottlieb »
Exiled cards are not outside the game (and you could argue that they never really were), so these cards will no longer be able to access cards in that zone.
Also,
Quote from Gottlieb »
This is, for the most part, another cut-and-paste terminology change. Every card that removes something from the game, from Jester's Cap to Astral Slide to Identity Crisis, will be getting errata to use the word "exile" instead. But none of these cards are functionally changing.
That is, the only thing the old cards will do different is: not interact with Wishes.

As long as the attacking creature has assigned lethal damages to your blocker, and has at least 1 damage left, the attacking player can assign the rest of the damages to the Planeswalker.

How does a card like General Jarkeld work?:D He swithches the blocking creatures of two attacking creatures, but this would then mess up the order. Hard to see who would decide a new order (if at all).
I think that cards like this might make a comeback. You could have a card that switches the order of blocking creatures for example, something which did not exist untill now.

General Jarkeld just switches the creatures that block attacker A to attacker B and vice versa. There is no reason why the order of the blockers should change.
