I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.

My guess is that he is misinterpreting this thread which discussed conspiring a green spell with two untapped Sentinels, and whether they would trigger and untap.
The Sentinel's untap ability does not trigger until you have finished playing the spell (See Rule 409, quoted above). Conspire is paid for when you play the spell, so the Sentinels have to untapped when you play the spell to use them for Conspire.
If you do tap them to Conspire, however, their untap ability will then trigger and go onto the stack on top of the two copies of the spell (because the spell has to be green to use them to Conspire).

If you control a tapped Nettle Sentinel and one other green creature, can you conspire Gleeful Sabotage ?
Same thing with Cinder Pyromancer and a red conspire spell like Burn Trail.
