Is there any way I can layer Dominus of Fealty's effect and Puca's Mischief's effect so that I can exchange a permanent I stole using Dominus of Fealty to Puca's Mischief?
Neon-chan is correct, but just to elaborate on what he means:
Both abilities target, and you must declare your targets when they go on the stack (that's before either ability resolves).
Now let's say you target his creature A with Dominus, and your creature X and his creature A with Puca:
If you stack the abilities so that Dominus's ability resolves first, then you now control creature A, and there's no exchange to be made. (Since you already targeted with Puca, you can't now exchange it with his creature B)
If you stack the abilities so that Puca's ability resolves first, then you now control A, and he controls creature X, and Dominus would then untap creature X and give it haste... but you already control creature X (by Puca's swap) and that's a little redundant.

BUT what you can do is target the creature you are about to give away with puca's mischief with your dominus of fealty that way you trade permanents with the puca's and then gain control (though temerarily) of the permanent you gave away through dominus of fealty. it'll go back to them at the end of turn, but plenty of ways out of that (sac engine, bounce, etc)
STACK:
Puca targeting permanent A (yours) and permanent B (opp)
dominus of fealty targeting permanent A
you'll end up holding permanents A and B at least for the turn with A having haste as if it never left your control to begin with.
