regarding your second question: Chalice looks at the top right-hand corner of the card, if that card's converted mana cost equals the number of charge counters on Chalice, it is countered, otherwise, nothing happens. Piledriver still has a CMC of 2, the warchief just alters how much he has to pay for it.
regarding your first question: No. The chalice, like all X spells, while on the stack, has a converted mana cost of whatever you payed for X (in this case 2). So your first chalice would not counter your second.

Not exactly. The CMC is whatever's printed in the upper-right hand corner of the card. When the spell is on the stack, X is whatever you declared it as when you cast the spell. When the spell is not on the stack, X equals zero.
This is different from "whatever you paid for the card" because of things like kicker, flashback, etc.

If there's no X in the cost, then the spell's CMC is the... um... CMC. Nothing changes the CMC at this time except copythings :/
