You sac the bile urchin for grave pact. They sac the creature. At end of turn, you put Endless Whispers effect on the stack, and the Shireis, so you get the bile urchin and their creature back?
As for the other question:
My classmate and I are having an argument on the legend rule. He says you can only have one legendary permanent out at a time. I say you can have multiples as long as they dont have the same name.

If two or more permanents with the same name have the supertype legendary, all are put into their owners' graveyards. This is called the "legend rule." If only one of those permanents is legendary, this rule doesn't apply.

Yes, this combo would work. The trick is that you own the Bile Urchin and control Shirei. So while the APNAP rule would apply, because you put both of these abilities on the stack at the same time, you can resolve Shirei's ability first and return the Bile Urchin to play and then the delayed triggered ability given to the creature by Endless Whisper's will fail to do anything.
It's a very interesting way to steal your opponent's creatures.

The applicable rule is 420.5e. Basically there are two requirements that must be met: There are multiple permanents in play with the same name and those permanents all have the Legendary Supertype. If both these conditions are met, then all of those permanents go to the graveyard as an SBE.
So, from this we can have the following:
1.) Two permanents are in play that have the same name. One is Legendary, the other is not. Since both conditions are not met, then none go to the graveyard.
2.) Two permanents are in play that are both Legendary. However, they do not have the same name. Again, since both conditions are not met, then none go to the graveyard.
3.) Two permanents are in play that have the same name and both are Legendary. Since both conditions are met, they go to the graveyard.
So, we can see that it is okay to have both Kokusho and Kumano in play at the same time. But it is not okay to have 2 Kokusho's in play at the same time.
