Most, if not all, cards that animate lands say that the new creature "is still a land." If I use Jolrael, Empress of Beasts to animate my opponent's lands, and then cast Polymorphist's Jest targeting that player, are some of my opponent's frogs still lands?
If so, is there any way to turn a land into a creature that isn't "still a land."
Polymorphist's Jest doesn't affect card types. Its effect only applies to permanents that are already creatures, and they remain creatures and don't gain or lose any other card types.
Making a land no longer a land (through other means than making that land a copy of another permanent, that one is easy and outside the point), which would make it lose its land subtypes including basic land types and thus, possibly, its mana abilities, is probably doable through some complicated shenanigans, but questions of the type "which cards would allow me to accomplish this goal" are not within the scope of the Rulings forum.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.

Understood. March from Velis Vel does make my lands into copies of a creature. If I use March from Velis Vel on my own lands, are they now non-land creatures until end of turn?
If the target has no effects applying to it, you can conclude that its copiable values are a nonland creature because the card as printed is one. The lands you control of the chosen land type will copy it and not be lands until end of turn.
