I'm doubting this works, but is it possible to StifleAll Hallow's Eve's triggered ability and thus stop it from firing off or, does it not matter what happens to its triggered ability (removing the scream counters) and the intervening if clause takes effect as soon as All Hallow's Eve has no scream counters?
In effect, what I'm asking is, outside of counteringAll Hallow's Eve, is there any way to stop its effect from resolving?
Stifle can counter the triggered ability, yes, but all that will accomplish is, that you delay it for one turn. Because the whole of that paragraph is one triggered ability, it either resolves fully, or not at all. When it resolves, if there are scream counters on it in exile, one gets removed, then the game checks wether there are any counters left, and if there are none, the rest happens as well.
There are ways to stop the ability, yes. They involve making AHE change zones, meaning getting it out of exile some other way (or exiling it anew without scream counters). Examples for how to accomplish this would be the Eldrazi processors (e.g. Wasteland Strangler), or Pull from Eternity. Or you fight the effect itself with stuff like Grafdigger's Cage. That's getting into deckbuilding advice, though, which is frowned upon in this forum. For more advice maybe seek out the General or Casual foums.
Something like Oracle of Dust that could remove All Hallow's Eve card from exile would be able to stop it post-casting, or Grafdigger's Cage type effects to stop it being useful, but I don't think a Stifle-type effect could ever do it in response to the upkeep trigger. Even Time Stop only delays a turn.
