As far as I know "casting" and "playing" a spell is the same, it's just another wording. Correct?
So if a creature spell is cast. The 2 abilities trigger simultaneously which means that:
- in case of green creature cast
I can tutor a creature to put on top of my library (with Momir's ability) and then draw it (with Whisperer's ability)?
- in case of blue creature cast
I can draw a card if the top card is a creature (with Momir's ability) and then draw another card of any type (with Whisperer's ability)?

"Play" includes lands being played along with spells being cast, while "cast" only refers to spells.

Yes. Though do mind, that you have to order the triggers before knowing what is on top of your library. And a u/g creature spell will trigger both of Momir's abilities, so in that case you have three triggers to order as you choose. So you can even draw from the Whisperer in between Momir's triggers.
Also do note, that Momir's "blue" trigger does not draw you cards as far as the game is concerned. For example, it won't trigger Sheoldred, the Apocalypse.
Depending how you order the triggered abilities, you can get the effects you want, excepting that Momir doesn't cause you to draw cards, as Rezzahan noted.

Triggered abilities that trigger at the same event will be able to be ordered on the Stack how you like. When an ability triggers, you make a note of it and put a symbolic instance in a heap of all "triggered-but-waiting" triggers. The next time a player would receive priority to act, you push these triggered abilities onto the Stack, in the order you want. (Therefore, ones that triggered at the same event must have been together in the heap at these times.)
If different players have made heaps of triggers like this, the player whose turn it is puts theirs on the Stack first, then other players go on top, in turn order. So, the player whose turn it is applies their triggered abilities' effects last.

What if an ability controlled by an opponent also triggers simultaneously. Who decides then in which order the effects resolve?
