Player 2 has a Grizzly Bears, there are no other non-land permanents in play on either side.
Player 1 casts Nameless Inversion on the Bears.
Player 2 casts Counterspell targeting Nameless Inversion.
Player 1 casts Spellstutter Sprite. It resolves. The sprite's enter the battlefield ability triggers.
Question: Can Player 1 target the Counterspell with the Sprite's ability since they control two Faeries as the ability resolves (the Sprite on the battlefield and the Nameless Inversion on the stack)?
No. The Nameless Inversion spell is not a "Faerie", even if it has the Faerie creature type. Where Spellstutter Sprite says "Faeries you control", it means Faerie permanents "you control" on the battlefield, not "Faerie spells" on the stack (C.R. 109.2, 109.2a).
Note that the value of X for Spellstutter Sprite's last ability is determined as the ability is put on the stack, not when it resolves, since that value is needed in order to choose targets for the spell (C.R. 601.2b-c; see also C.R. 608.2h). Compare Spellstutter Sprite with Chancellor of the Forge.
I was confused on this since other cards explicitly call out "Goblin Creatures" for example.
That's mainly so you don't get something silly like Goblin Caves (check its Oracle text rather than printed text) trying to include Boggart Shenanigans in its toughness boost.
