Ok so here is the situation I had Scute swarm and I had over 300 copies of it with different mutations 50 or 60 of which had reach to block fliers. my opponent had a creature that said he couldn't lose and I couldn't win (e.g.: Platinum Angel). I had him down to like -40 life ( i could have had him lower but I just quit attacking as it was pointless. he had a couple of wrath of god type cards that destroyed all creatures but if he did he would kill the creature keeping him alive . I couldn't kill the creature unless he attacked (which he was smart enough not to do. and he couldn't kill me because he couldn't get through my defense. he didn't have anything that just killed all my creatures and I didn't have anything to kill his, Stalemate I guess since he had more cards than I did in his library eventually I would deck myself but what a boring and tedious game. I was just wondering if there was a ruling that would force a forfeit or s9mething

Well, you are out of luck. As his Platinum Angel is keeping him in the game and you drawing a card each turn advances his win condition (milling you out), he is not forced to break this tedious loop of doing nothing turn after turn. He will eventually win. Unfortunately, this loop also cannot be shortcutted, because it involves random elements (the cards drawn each turn). If you had even a single card in your deck that could get rid of the Angel, or even a combination of cards, or a way to twart his decking you (like discarding an Emrakul, the Aeons Torn to the hand size limit, or copying the Angel for yourself), you could argue that you still had a way to win, or to not lose, and thus reason to continue the game. Since you do not, it is on you to concede. If you have a way to not lose, you can offer to draw the game.
