I was doing a 1v1 playtest of my 2 commanders against each other (Feather, the redeemed & Tinybones, trinket thief). I got to one point where on the side of Feather, life is at 10, with 4 nonland permanents on the board and 4 cards in hand. If on the side of Tinybones I play Torment of Hailfire where X is 11, but in response have Feather play Angel's Grace if I then choose not to discard or sacrifice any cards, will Feather's life still end at 1?

In general, no. For purposes of Angel's Grace, Torment of Hailfire doesn't cause anything to deal any damage. Loss of life by itself is not damage; damage to a player usually causes loss of life, but not always (C.R. 120.3).
No, since Torment of Hailfire doesn't deal damage, the life loss will still happen in full, and while the Feather player won't lose immediately, thanks to Angel's Grace's first effect, they will lose as soon as it wears off during the cleanup step of that turn. It's the same principe as with poison counters in that regard.
