I had this dispute at my previous Modern FNM. If a Phantasmal Image is targeted by Searing blood, does the controlling player take damage after the sacrifice because the creature died or are the targets considered not legal when the Phantasmal Image has to be sacrificed due to its ability causing he spell to fizzle or does the Searing Blood not see the death of the creature, therefore not dealing the damage. Thanks in advance.

If a creature has the ability "When this creature becomes the target of a spell or ability, sacrifice it", that ability will trigger when the creature becomes the target of Searing Blood. The ability will go on the stack above Searing Blood and get to resolve before Searing Blood (C.R. 405.2, 117.4). Thus, after the creature is sacrificed this way, Searing Blood will have an illegal target and fail to resolve (because its only target is illegal) (C.R. 608.2b).
