I would like to know what happens when 2 Impulsive Maneuvers are in play at the same time. As I understand it, it is a replacement effect for which 616.1 applies.
616.1. If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object’s controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).
So, defending player decides which to apply ?
What happens in the following situations...
1) My creature attacks and I win my two coin flips. The creature does 4 times the amount of damage or only twice the amount of damage ?
2) My creature attacks and I lose one of my two coin flips. The defending player chooses to apply the replacement effect that mentions that my creature does no damage and my creature does no damage ?
Under C.R. 616.1, if multiple replacement and/or prevention effects would change whether or how a permanent or player is dealt damage, it's that permanent's controller or that player that chooses which of those effects applies.
1. There are two identical replacement effects that double the combat damage the creature would deal "this turn" the next time it would do so. Thus, the damage is multiplied by 4 (C.R. 616.2). (This is similar to having two Furnace of Rath permanents on the battlefield [C.R. 614.5]. See also this thread.)
2. It's the player that would be dealt the combat damage (or the controller of the creature or planeswalker that would be dealt that damage) that chooses whether the damage is doubled or prevented (C.R. 616.1).
Defending player decides which to apply first. Once that has been applied, rule 616.1e is likely to be relevant.
616.1e Once the chosen effect has been applied, this process is repeated (taking into account only replacement or prevention effects that would now be applicable) until there are no more left to apply.
