I was playing a two-player game where I played the sorcery, Necromantic Selection (Commander 2017), and chose to return my opponent's card Arashin Sovereign (Dragons of Tarkir) to the battlefield under my control. However, I was unsure whether Arashin Sovereign's ability "When Arashin Sovereign dies, you may put it on the top or bottom of its owner's library," prevented it from being selected as the card Necromantic Selection returns "to the battlefield under" Necromantic Selection's controller's control. Does Arashin Sovereign's ability prevent it from being selected by Necromantic Selection?

It does not prevent it. Arashin Sovereign has a triggered ability which will only resolve after Necromantic Selection has fully resolved including returning to the battlefield. At that point the card is no longer in the GY so the death trigger will do nothing.
