For purposes of Naban and Harmonic Prodigy, Inalla is neither a "Wizard" nor a "Shaman" nor a permanent while it's not on the battlefield, so neither Naban nor Harmonic Prodigy will make Inalla's first ability trigger more often than otherwise if Inalla is in the command zone (not: "your command zone"). Take the following scenario.
Assume you control Naban and Harmonic Prodigy on the battlefield and own Inalla in the command zone. You cast Tide Shaper and pay its kicker cost.
All players pass, then Tide Shaper resolves and enters the battlefield, making its enters-the-battlefield ability trigger three times (once normally and twice more because of Naban and Harmonic Prodigy). Moreover, Inalla's first ability also triggers, but only once since Inalla is neither a "Wizard" nor a "Shaman" nor a permanent in the command zone (C.R. 109.2, 110.1, 113.6b). You put all these abilities on the stack. Assume you put the Inalla ability above the others. You also target lands for the Tide Shaper abilities at this time.
All players pass, then the Inalla ability resolves. You pay 1 and create a token that's a copy of Tide Shaper. However, the Tide Shaper token entering wasn't kicked (even if the spell that became the original Tide Shaper was) (C.R. 706.2), so its enters-the-battlefield ability won't trigger (C.R. 603.4).
All players pass, then a Tide Shaper ability resolves. The targeted land becomes an Island. This step repeats with the other Tide Shaper abilities.
Thus, in this case, the answer is up to three.
