Assuming you control Puppeteer Clique and an opponent of yours controls Tergrid:
If you sacrifice Puppeteer Clique while it has no -1/-1 counters on it, then persist (C.R. 702.78a) as well as Tergrid's triggered ability will trigger.
However, if that creature is sacrificed during your turn (or if you are closer to the active player in turn order than Tergrid's controller is), the Tergrid ability will go above the persist ability on the stack (C.R. 603.3b, 101.4, 113.8), meaning it will get to resolve first and give your opponent the chance to put it onto the battlefield under their control, before the card can be returned to the battlefield with persist (C.R. 117.4, 702.78a).
On the other hand, if the creature is sacrificed during another player's turn and if Tergrid's controller is closer to the active player in turn order than you, the persist ability will go above the Tergrid ability on the stack (C.R. 603.3b, 101.4, 113.8), meaning it will get to resolve first and return Puppeteer Clique to the battlefield with a -1/-1 counter on it (C.R. 702.78a), before the card can be returned to the battlefield with Tergrid.
(On the other hand, if Puppeteer Clique is sacrificed while it does have -1/-1 counters on it, only Tergrid's triggered ability will trigger in the same situation.)
This applies similarly to any triggered ability, not just persist, that—
triggers when a certain kind of nontoken permanent dies or a certain kind of card is discarded, and
can remove that card from that graveyard when it resolves.
