If Baleful Mastery is cast for the 1B alternate cost, does the opponent draw a card as part of the spell resolution, or when the spell is put on the stack? For instance, if Baleful Mastery is countered by a counterspell would the opponent still draw a card?
The card draw is part of the effect. Moreover, it's the resolving spell's first effect, the exile happens afterwards. If the spell gets countered, none of its effects happen, neither card draw nor exile.
I have one other question on this card. I play baleful mastery to exile his creature. He draws village rights and plays it on that creature to instead draw two cards from sacrificing it. Is this allowed? The initial card draw is part of the resolve process and the card drawn shouldn’t be allowed to be used until the spell resolved fully If I’m understanding correctly.
You indeed understand correctly. The card draw happens during the resolution of Baleful Mastery, and no players receive priority while a spell/ability is resolving. The next opportunity they have to cast Village Rites is after the Mastery has resolved, at which point their creature has already been exiled.
