I guess this question is mostly about timing of activating a mana ability, and whether you can tap the basic land for mana between when it gets put into play untapped and then gets untapped by the fabled passage ability.
Both of Archelos's abilities express replacement effects (C.R. 614.1d). With Archelos:
If Archelos is tapped, other permanents will enter the battlefield already tapped; they don't enter the battlefield untapped and then become tapped (C.R. 400.6).
If Archelos is untapped, other permanents will enter the battlefield already untapped; they don't enter the battlefield and then become untapped (C.R. 400.6).
In general, if you put a land card onto the battlefield with Fabled Passage while Archelos is on the battlefield untapped, the land will enter the battlefield untapped rather than tapped due to Archelos, and the land will be already untapped by the time it enters the battlefield (see also C.R. 110.5b and a ruling for Archelos).

Your question is a more general question about timing and the short answer is that no you can't activate it. In order to activate a mana ability you must have priority or be given permission to activate a mana ability by another spell or ability like when they ask you to pay X on resolution of something. When Fabled Passage's ability resolves its entire ability would resolve entirely with no player given the ability to activate any spell or abilities including mana abilities.

In general, if you put a land card onto the battlefield with Fabled Passage while Archelos is on the battlefield untapped, the land will enter the battlefield untapped rather than tapped due to Archelos, and the land will be already untapped by the time it enters the battlefield (see also C.R. 110.5b and a ruling for Archelos).
