i am sure everyone but myself knows the answer to this but i am having a hard time searching for the answer.
Izzet Chronarch : When Izzet Chronarch enters the battlefield, return target instant or sorcery card from your graveyard to your hand.
True or False: If there are no instants or sorcery cards in your graveyard, Izzet Chronarch cannot enter the battlefield. If the word "may" was included you would have the option to not return target card to hand.

Izzet Chronarch can be cast and can enter the battlefield even if there are no instant or sorcery cards in "your graveyard". Izzet Chronarch itself doesn't target anything (at the time of this writing, only the enchant and mutate keywords can cause permanent spells to have targets [C.R. 702.5a, 702.139a]) (C.R. 115.1b).
Also, if Izzet Chronarch's ability said "you may return..." rather than "return...", "you" could choose whether to return the targeted card when the ability resolves, provided the target is still legal (C.R. 603.5, 608.2b, 608.2d). Even so, however, choosing the target for that ability is not optional (C.R. 603.5, 603.3d).
A triggered ability like Izzet Chronarch's will trigger when its trigger condition is met, even if it requires a target or has optional actions (C.R. 603.2; see also C.R. 603.5). And in general, choosing the required number of targets for a spell or ability is not optional, even if it contains "you may" in its text (e.g., an "artifact or enchantment" still has to be targeted as appropriate for Conclave Naturalists's ability despite it saying "you may") (C.R. 603.5, 603.3d, 601.2c).
