Assuming my opponent announces that he will search his library with Land Tax, I tend cast Opposition Agent in response. Since Land Tax is a "may" search, can my opponent decided to not use that search, so he could avoid being controlled by me, or is it too late for him because he had already announced that he will search?
In this case, your opponent is announcing that they will make a specific choice when Land Tax's ability resolves. In general, though, the opponent will be bound to that choice unless another player intervenes (C.R. 722.2a-c; for sanctioned tournaments, see M.T.R. 4.2). Since you have intervened by casting Opposition Agent, the opponent is free to choose not to search their library after all once Land Tax's ability resolves. See also this thread and this thread.
