Suppose I have Codex Shredder in play and I cast Animate Dead on Worldgorger Dragon thus starting the infinite loop and mill with Shredder every time it comes into play. Can I pass the turn even though the loop is on an infinite loop cycle and win? Or does the infinite loop cycle freeze the game and make it a draw?
The loop involving Worldgorger Dragon and Animate Dead contains only mandatory actions (assuming Worldgorger Dragon is the only creature card that can exist among all graveyards while the loop is in progress, and assuming Codex Shredder's second ability can't be activated). If no player is able or willing to stop the loop, the game is a draw (C.R. 722.5, 104.4b, 104.4f; for sanctioned tournaments, see M.T.R. 4.2).
Throughout the loop, abilities trigger and go on the stack automatically, so that the stack won't be empty at any time players get priority, so the game won't move on to the next step, phase, or turn even if all players pass in a row (C.R. 117.4).
Note also that a player doesn't lose the game merely because—
their library is empty, or
a player tries to mill a card while their library is empty.
Only if a player tried to draw a card from an empty library can a player lose the game on account of an empty library (C.R. 704.5b; see also this thread). Thus, milling cards while the loop is in progress is not enough by itself to make the game end.
My comment 2 assumes that Worldgorger Dragon is the only creature card that can exist among all graveyards while the loop is in progress. I didn't take into account that you can choose to end the loop—
by choosing a creature card in a graveyard other than Worldgorger Dragon (if possible) as Animate Dead enters the battlefield (from exile), or
by returning Worldgorger Dragon to your hand (assuming you own Worldgorger Dragon) with Codex Shredder's second ability.
However, you are not required to end the loop by doing either action (in games other than sanctioned games, see also C.R. 722.5).See also C.R. 722.5.

Although, I could mill myself until I get to a win con such as Orzhov Guildmage then stop milling myself and create infinite mana and pump it into him for the win.
Also, Codex Shredder can interact with the Dragon in the graveyard so that the loop can be broken by returning the card to the hand. This is, however, not mandatory, because the Shredder's second ability is not part of the loop.
And card draw can be forced in many instant ways, it doesn't have to be the card draw in a player's draw step to make them lose the game.
Even better!! Good thinking!! To bad I can't target which player draws cards from Brainstorm since I'm already running it. Either way I have two back up plans. I can mill myself until I get Orzhov Guildmage in the and then just animate him instead of Worldgorger Dragon or I can use the secondary ability of Codex Shredder and bounce the Dragon back to my hand after I've milled my opponent to zero cards and then pass the turn. One of the best parts is that I can stack the top of my deck with cards like Brainstorm and Lum Dul's Vault and put Dragon on the top and then mill him to the graveyard so that I can go off.
