Yes, controlling two of Vigor makes it so all damage is prevented to each of them and they get +1/+1 counters instead. When a card refers to itself by name, it means "this object", so each of the two Vigors sees the other one as another creature you control.
To note, no creature gets "double" +1/+1 counters from you controlling two Vigors, since once one's effect has prevented the damage, the other one's effect has no damage to apply to.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
