Every tapped land adds mana. It doesn't check whether you wanted it or not.
War's Toll says blah blah blah... , tap all lands that player controls . So this ability will add mana from those lands to his mana pool aswell, right?

118.10. Each payment of a cost applies to only one spell, ability, or effect. For example, a player can’t
sacrifice just one creature to activate the activated abilities of two permanents that each require
sacrificing a creature as a cost. Also, the resolution of a spell or ability doesn’t pay another spell or
ability’s cost, even if part of its effect is doing the same thing the other cost asks for.
The resolution of War's Toll doesn't pay the cost of a Forest's "T: Add G." activated ability.
They could activate that (and other abilities) in response to the War's Toll ability, of course.

Ok thanks. I was confused because for example Mana Web has this: "The lands that are tapped by Mana Web’s ability don’t produce mana as a result." in rulings on gatherer.wizards.com page and War's Toll doesn't.
Any effect that says to "tap" a permanent, without more, is not the same as tapping that permanent "for mana", which means activating a mana ability of that permanent with T in its cost (C.R. 106.12; in this scenario, see especially C.R. 106.12a). Thus, if the permanent has such a mana ability, that ability isn't activated this way (and so doesn't give any player mana this way) (see also C.R. 118.10).
This applies to War's Toll (and, say, Icy Manipulator, Twiddle, etc.) just as it does to Mana Web.

When they published the Weatherlight set in 1997, they felt a need to include that clarification for Mana Web. When they published the Dissension set in 2006, they did not feel that need for War's Toll.
Outside of rare circumstances in which a ruling anticipates a change to the rules, rulings do not alter the behavior of a card, they just apply the actual rules.
