I run 1 Nezumi shortfang in an EDH deck of mine so I've never considered what happens when more than 1 of them is in play - but a buddy of mine is thinking of adding a few to their modern deck and so the question has come up regarding it's transformation and legendary status.
Reading the card, it appears to me as if the transformation is tied to the ability.
So if I have 4 shortfangs in play, and I pay the activation cost and tap one of them to make an opponent discard a card, leaving them with no cards in hand, only the shortfang that tapped and caused the discard transforms. The other 3 shortfangs in play don't transform.
But, if for some reason I am able to transform multiple shortfangs - either over the course of multiple turns or via having multiple opponents to target or whatever... I will have to sacrifice Stabwhisker the Odious until I only control one of them
It doesn't transform, it flips. Yes, only the resolution of the ability makes the one Shortfang flip.
When you find yourself controlling multiple legendary permanents with the same name, you choose one to keep and move the rest into their owners' graveyards. (CR704.5j) You don't sacrifice them.

Note, that flipping the Shortfang does not require the targeted opponent to actually discard a card. If an opponent doesn't have any cards in hand, you can still activate the ability targeting him, and the Shortfang will still flip when it resolves. Likewise, the flip will occur even if the opponent empties his hand in response to the ability. So flipping multiple Shortfangs is not at all an ordeal. It's as simple as activating their abilities targeting an opponent with one or zero cards in hand.
