When the rules team deleted the planeswalkers' redirection rule, a very large number of cards reading 'target creature or player' have been retrofitted to read 'any target'.
That would not have been a retrofit, since Dominaria was the set. The Dominaria release notes acknowledged that difference without explaining it.
Cards printed in the Dominaria set that deal damage to creatures and/or players but not to planeswalkers (such as the Planeswalker Deck card Chandra, Bold Pyromancer and the promotional card Firesong and Sunspeaker) require targets as written even though similar cards have received errata.
