Thassa's Oracle has a single, long ETB triggered ability. As it resolves, if your devotion to blue (X) is equal or greater than the number of cards in your library, it makes you win the game.
Now, what you can do is to Mutate in response to Oracle's ETB ability. You need something to give Illuna flash for this to work, I don't know if that's included in the video.
"Mutating" a permanent, such as Thassa's Oracle, causes that permanent's "Whenever this creature mutates..." abilities to trigger (such as Illuna's, in this scenario), but not enters-the-battlefield abilities, such as Thassa's Oracle's. A permanent, already on the battlefield, whose characteristics have merely changed (whether by "mutating" or otherwise) doesn't "reenter the battlefield" this way (C.R. 110.1). its what i thought illuna has to be flashed with the ability on the stack

Sorry to Necro a thread that's a couple months idle, but there is one way to make something similar to that combo work. Just not exactly what was being described here.
I play a Grixis version of it on Arena, utilizing Grim Tutors from M21, a ton of removal, and some token generators (Experimental Overload can create Eldrazi sized tokens in this deck). It might be the dumbest jank I've ever janked, but it works way too often and is hilarious to me when it does.
The deck can only have two permanents. Illuna and Thassa's Oracle. With both in hand, Fire Prophecy the Oracle onto the bottom of your deck and then mutate Illuna onto a token.

Basicly the Claim is if you mutate Illuna, Apex of Wishes onto a Thassa's oracle and you exile the whole deck (no permanent hits) you win
are they right? because i think thats wrong because i believe the oracle is a ETB trigger to win not a static ability
