"Creature" without an added "card" or "spell" (or other denominator) means a creature permanent, so a creature on the battlefield. The same principle applies to any other card type.
And no, the Thaumaturge will not trigger simply for receiving something. It has to be specifically targeted by a spell you cast, so selected as a target for that spell when you cast it. Any such trigger will necessarily resolve before the spell that triggers it.
Additionally, an ability that can work from the battlefield and doesn't explicitly state that it functions in/from another zone, functions only while the card is on the battlefield. So the Thaumaturge can only trigger while on the battlefield.

I realize this is normally the case, but somehow thought that since it's returning to the field and there by the time the spell finishes resolving and distributing counters, perhaps it can "look back" to see that it was one of the creatures (or more accurately creature cards) which was targeted whilst in the grave
Alas, Heroic is not among those few triggered abilities allowed to look back in time:
603.10. (…) some triggered abilities are exceptions to this rule; the game “looks back in time” to determine if those abilities trigger (…). The list of exceptions is as follows:
603.10a (..) leaves-the-battlefield abilities, abilities that trigger when a card leaves a graveyard, and abilities that trigger when an object that all players can see is put into a hand or library.
603.10b (…) when a permanent phases out (…).
603.10c (…) when an object becomes unattached (…).
603.10d (…) when a player loses control of an object (…).
603.10e (…) when a spell is countered (…).
603.10f (…) when a player loses the game (…).
603.10g (…) when a player planeswalks away from a plane (…).
Also, if the thaumaturge is one of the creatures being returned and receives one or both counters, will heroic also trigger?
