I've found a number of posts about Changeling/Shapeshifter creature types, but I haven't been able to find anything that states whether a Changeling/Shapeshifter spell is all types.
Here's the scenario...
If I've got 'The First Sliver' on the battlefield, and then I cast 'Irregular Cohort', would that Cascade?
I don't think it would, since it's a 'Shapeshifter', not a 'Sliver' when I cast the spell.
Is that correct?

Shapeshifters in general behave differently from changelings. Because 'Shapeshifter' is just a creature type and those don't have inherent rules anymore, while 'Changeling' is a characteristic defining ability (CDA)that grants all creature types. The thing with CDAs is, that they function in every game zone and even outside the game. This includes the Stack, so a spell with Changeling on the Stack is a spell of every creature type (if it has the Creature card type or the Tribal card type), thus it is a Sliver spell and will have cascade from The First Sliver and trigger the cascade accordingly if it was cast.
Cards with the Changeling ability have every creature types, everywhere, everytime.
Their typeline should contain ALL of the 249 creature types, but that would take a lot of space!
Wizards of the Coast have chosen to simply write 'Shapeshifter' on their typeline, but don't let that fool you. Shapeshifter is nothing but one of 249 creature types; it does nothing different than Goblin, Dragon or Zombie.
Some creatures are 'real' Shapeshifter: they have only this one type. Flowstone Sculpture, for example, is a shapeshifter, and only a shapeshifter.
702.72. Changeling
702.72a Changeling is a characteristic-defining ability. “Changeling” means “This object is every creature type.” This ability works everywhere, even outside the game. See rule 604.3.
604.3. (...) Characteristic-defining abilities function in all zones. They also function outside the game.
