I've recently started building an Eye of the Storm deck for commander. I pulled all the cards with the Storm ability that fit with in my color choice. Mind's Desire was one of them. Reading the printed rules text for Eye of the Storm, and then reading the Oracle rules text from the Gatherer site, shows that play was replaced with cast. However, reading the printed and Oracle rules text of Mind's Desire, still leaves room for me to question this.
We'll assume no instants or sorceries have been cast since Eye of the Storm entered the battlefield. For inclusiveness of cards with Flash, I'm using 'instant' below as an all-encompassing word.
Eye of the Storm is on the board.
Mind's Desire is cast from hand. (storm count 1)
Eye exiles Desire. You opt to cast Desire. Mind's Desire's Storm ability activates giving a single copy.
The copy resolves, we shuffle library. Then exile top card.
If an instant is exiled with Mind's Desire,
Can I opt to put that instant into the stack then and there?
Is the instant cast or just exists?
What I'm after is, Is the word play, from Desire, exchangeable with the word cast?

If you exile a card with Mind's Desire, you choose whether to play that card only right after you exile it (C.R. 608.2f), and not later; playing that card is a one-shot effect (C.R. 610.1; compare the second ability of Chandra, Pyromaster with her third ability). The card is played this way at a moment that cards normally can't be played (for spells, the rule is C.R. 608.2f; for lands, you follow the "play" keyword action under C.R. 608.2c and 701.13, but see C.R. 305.2b, 305.3) — players don't have priority while a spell or ability is resolving (C.R. 117.2e), so not even instant spells could normally be cast at that moment (review C.R. 117.1a). To play a nonland card means to cast it as a spell (C.R. 701.13b; compare with C.R. 701.13a). Thus, playing such a card follows all the rules for casting spells, notably C.R. 601.2 (C.R. 701.4), and for the purposes of Eye of the Storm, an instant or sorcery card "play[ed]" with Mind's Desire has been cast. Not exactly. Mind's Desire still says "play" and not "cast" in its Oracle text [C.R. 108.1], notably because it allows a land card exiled with it to be played under certain circumstances (C.R. 116.2a, 305.2b, 305.3; review C.R. 701.13a; see also this thread). On the other hand, Eye of the Storm's text now says "...casts an instant or sorcery card" and "may cast the copy" rather than "...plays an instant or sorcery card" and "may play the copy" because cards no longer speak of "playing" a spell or a copy of an instant or sorcery card (C.R. 701.13d, 108.1). To take a card from where it is (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. See rule 601, “Casting Spells.”
Play:
1. To play a land is to put a land onto the battlefield as a special action. See rule 116, “Special Actions,” and rule 305, “Lands.”
2. To play a card is to play that card as a land or cast that card as a spell, whichever is appropriate. See rule 601, “Casting Spells.”

I think you mean exile with Eye of the Storm. Mind’S Desire let’s you cast it til end of turn.

There are few issues with that sequence description. First, it doesn't have to be that way since the storm trigger and the Eye of the Storm trigger would be put on the stack at the same time, so you can actually choose, which to put on top to resolve first. Second, the copy of Mind's Desire cast from the Eye also has storm, which means when you cast it, you get a storm trigger for at least two more copies from it.
In the specific order you described, you get a storm trigger for two copies of Mind's Desire, and subsequently two more copies of that spell, which also have to resolve before the storm trigger from the original Desire can give you yet another copy.

Wouldn't Mind's Desire get one copy since one spell was cast before the Eye's copy was cast? Or does Storm count it self as well? I've always played the Storm ability as if it counted the casts before it (not counting lands played).
Edited: I'm going to guess you're thinking I played Eye of the Storm, and Mind's Desire in the same turn. If so, I guess I was lacking on description of events. However, If I played Eye of the Storm last turn, and my opponent didn't make it trigger, and I play Mind's Desire on my next turn, it would be the first spell Eye of the Storm would trigger on. Although, if I did play both in a single turn, you would be right, and there would be two copies.
