Can you legally cast Bolt Bend on a spell that don't have targets (for eg Cultivate)? What will happen, can you even put it on the stack and will it resolve with no effect?

You cannot. Bolt Bend has targeting restrictions "of target spell or ability with a single target". Since you cannot fulfill that, it is not a legal target. A spell without a legal target cannot be cast.
If people are sick of reading about stuff just stop taking part. You have 100% control over what you read. Simic Ascendancy isn't going to get banned just because you didn't tell someone to shut up on the internet.
This instills confusion since the text on Bolt Bend (and similar cards) does not have unique meaning. We were under the impression that "Change the target of target spell or ability with a single target" logically means: "Change the target of a [target spell/ability] into (another) single target of your choice". Otherwise it should have read: "Change the target of [target spell/ability that has only a single target]". (Im putting target restrictions in [] brackets)

Unfortunately, the reason why a card is worded one way and not another, especially where one wording is alleged to be ambiguous, is a question only Magic R&D can answer. If you believe the text should change to something like "target spell or ability that has a single target", you should ask the rules manager, Eli Shiffrin. is clarified by this rule:
115.9a An object that looks for a “[spell or ability] with a single target” checks the number of times any object or player was chosen as the target of that spell or ability when it was put on the stack (…)
