If Narset keeps you from drawing a card, Tomorrow's ability can't replace that with looking at the top three cards of your library and its other effects instead. In general, if something is impossible, it can't be replaced (C.R. 614.7, 101.2, 101.3; see also C.R. 614.17c).
If you control Tomorrow and an opponent controls Narset, and you haven't drawn a card yet this turn, and—
if you would draw one card, then you look at the top three cards of your library, etc., instead.
if you would draw more than one card at once—
—as a cost or as a choice (for example, Consecrated Sphinx or Sylvan Library [C.R. 118.12]), then you can't pay that cost or make that choice (C.R. 121.2b).
—other than as a cost or choice, then you would draw them one at a time (C.R. 121.2), and thus instead, each time, look at the top three cards of your library, etc.
For example, if you control Tomorrow and an opponent controls Narset, you haven't drawn a card yet this turn, and an effect makes you draw three cards other than as a cost or choice, you apply Tomorrow's effect three times and you will not have drawn any cards.

Here, there are two replacement effects that would replace a card draw you would do with something else, so that you, as the affected player, choose which of the two effects to apply (C.R. 616.1).

You can't ever choose to draw a card while you control Tomorrow. Peteroup was assuming there was a may involved. Because you can't ever draw a card Narset's static ability will never prevent you from "drawing" cards.

I have edited comment 2 in the meantime. I have overlooked the detail that Tomorrow's replacement effect isn't optional, unlike, say, that of Archmage Ascension. This simplifies the analysis as a result.

I guess the real question is do I get another trigger if a try to draw a card and something like Narset/leovold/notion theif is on the field I’m wondering if it gets around that since it replaces drawing with anticipate triggers
Narset won't stop you from drawing a card, if you haven't drawn one this turn yet (like if every draw that turn was replaced by Tomorrow), so won't stop replacing any such card draw either. It's simply a non-factor.

The player who would draw the card gets to choose which one to apply. If that effect does not replace the card draw with something that entails another card draw, none of the other effects are applicable any more, so again become a non-factor.
