I control Marisi, Breaker of the Coil and Oracle en-Vec. I use Oracle's ability on my opponent. My opponent chooses none of their creatures. I then attack and deal damage to that opponent. During my opponent's turn, both Marisi's goad ability and Oracle's ability will come into effect. So would my opponent's creatures be able to attack this turn?
Also, would it be different if deal combat damage first (triggering Marisi's ability), and then use Oracle's ability?

No. If your opponent chose no creatures when Oracle en-Vec's ability resolves this way, creatures can't attack at all during your opponent's next turn (the ability says "other creatures [than the ones chosen for that ability] can't attack" [C.R. 108.1]). Because of this, goad and other effects that require such a creature to attack if able have no effect that turn (C.R. 508.1d, 701.37a).

The answer wouldn't change, assuming you do both in the same turn.
