Ran into a situation that was over my head.
Venser is on the field.
Opponent casts Swords.
I cast a flicker spell exiling Venser and returning him to play with the intention of copying him and returning him to my hand.
Opponent cast a spell that copies his Swords and targetting the new Venser.
How does it all stack and how does Inalla's trigger work?
Can I use the token of Vender to bounce the original back to my hand or does the Sword remove him?
Also, do I have declare my intention to copy before my opponent responds to my casting?

The result depends heavily on when your opponent responds to your actions.
When you respond to the Swords with your flicker spell, the stack looks like this:
TOP
Flicker effect targeting Venser
Swords targeting Venser
BOTTOM
Now several things could happen. Your opponent could respond to your flicker with their fork effect:
TOP
Fork effect targeting Swords
Flicker effect targeting Venser
Swords targeting Venser
BOTTOM
In that case, they would copy Swords and exile Venser before you flicker him at all. They could also let the flicker resolve before casting their fork, which would put Venser's and Inalla's triggers on the stack:
TOP
Fork effect targeting Swords
Venser trigger targeting Venser
Inalla trigger
Swords without legal target
BOTTOM
(You could swap the Venser and Inalla trigger orders, but this is the order that would be optimal for you since you'd have a 2/2 haste Venser token to attack/block with.) The Swords copy would still exile Venser, but Inalla's trigger could still make a Venser token to bounce some permanent if you wanted.
Your opponent could also wait until the Venser trigger, Inalla trigger, or both have resolved before casting their copy spell, but obviously Venser would no longer be in play to exile with a Swords copy.

You make the decision on whether to pay 1 or not (and therefore to create the token or not) when Inalla's trigger resolves.
