In a multiplayer game, during my Main Phase, I activated a spell that destroyed all opponents creatures, one of my opponent had Proper Burial in his Battlefield, meanwhile I had Poison-Tip Archer in my side, the destruction of many creatures triggered Archer effect dealing 5 damage to every opponent, my opponent who had Proper Burial, had 1 creature with 5 of toughness destroyed, and he had 3 life points, who comes first? Proper Burial or Poison-Tip Archer?

I can't answer this really if I don't know what destroyed all the creatures. If the instruction "Destroy all creatures your opponents control" was carried out, during your main phase, then Poison-Tip Archer triggers for each of those creatures and Proper Burial does, and you put your triggered abilities on the Stack at first, with the opponent putting the Proper Buryings on top of those. The opponent gains all the life, then loses the life that the Archer causes. Their life total will never be less than where it started.

The opponent gains all the life, then loses the life that the Archer causes. Their life total will never be less than where it started.
So the Proper Burial effect will happen first, but what if another player (a third player) activated a spell with "Destroy target creature", choosing a creature from Proper Burial player, will Proper Burial effect still happen first?
The creature will be destroyed, triggering Proper Burial and the Poison-Tip Archer. The order in which those trigger go on the stack depends on the third player's position in the turn order and when he is casting the spell. Starting with the active player (the player whose turn it is) you go in turn order and put the waiting triggers on the stack. The last to be added will resolve first.
So the Proper Burial effect will happen first, but what if another player (a third player) activated a spell with "Destroy target creature", choosing a creature from Proper Burial player, will Proper Burial effect still happen first?
If more than one triggered ability (such as those of Poison-Tip Archer and Proper Burial) would go on the stack at the same time, they will go on the stack starting with the ones controlled by the active player or, if there are none, the ones controlled by the player closest to the active player in turn order, and proceeding in turn order (C.R. 603.3b, 101.4). Thus, those abilities are put on the stack this way even if none of them are controlled by the player whose turn it is.
