So i suspect i already know the answer to this, but ashiok DOESN'T stop people from maralen's tutoring ability if they are both controlled by the same player, correct? Or is it that maralen gives that ability to each player?
But if my opponent has the maralen, and i ashiok, no one draws any cards.
When Maralen's triggered ability triggers, the resulting ability is controlled by Maralen's controller at that time (regardless of whose draw step it is) (C.R. 113.8). If that player is not the same as the player that ability refers to, Ashiok won't change whether the latter player can search their library due to that ability.
In general, Ashiok's first ability will keep a player from searching their library due to Maralen only if—
the controller of Maralen's second ability and Ashiok's controller are different players,
the Maralen ability's controller is an opponent of Ashiok's controller (C.R. 109.5), and
the Maralen ability refers to the same player as that ability's controller (which is generally the case only during that ability's controller's draw step).
For example, in general, if you control Ashiok and one of your opponents controls Maralen, that opponent won't be able to search their library due to Maralen during their draw step, but every other player (including you and every other opponent of yours) will still be able to search their library due to Maralen during their draw step.
