When must the activated ability is paid on Glittering Lynx or Glittering Lion to remove no damage. That is, does the price need to be paid prior to blockers being declared or when? I need explanation. Can you suggest a better card?

When must the activated ability is paid on Glittering Lynx or Glittering Lion to remove no damage. That is, does the price need to be paid prior to blockers being declared or when?
It would need to be activated prior to the damage that you want unprevented. If that happens to be combat damage, this means no later than the declare blockers step (in the absence of first strike or double strike). A sequence might be like this:
Your combat phase begins. Beginning of combat step begins.
You get priority and pass.
Opponent gets priority and passes.
Beginning of combat step ends.
Declare attackers step begins. You declare Bear Cub and Runeclaw Bear as attackers. You tap them both.
You get priority and activate the '3: Until end of turn, Glittering Lion loses "Prevent all damage that would be dealt to Glittering Lion." Any player may activate this ability.' ability of Glittering Lion. You pay the cost by spending 3 obtained in an unspecified way.
You get priority and pass.
Opponent gets priority and passes.
The top object on the stack (the ability activated in step 10) resolves. Until end of turn, Glittering Lion loses "Prevent all damage that would be dealt to Glittering Lion."
You get priority and pass.
Opponent gets priority and passes.
Declare blockers step ends.
Combat damage step begins. You announce that Bear Cub assigns 2 damage to Glittering Lynx and Runeclaw Bear assigns 2 damage to Glittering Lion. Opponent announces that Glittering Lynx assigns 1 damage to Bear Cub and Glittering Lion assigns 2 damage to Runeclaw Bear.
Combat damage is dealt. The 2 damage that Bear Cub would deal to Glittering Lynx is prevented (by "Prevent all damage that would be dealt to Glittering Lynx."). The rest of the damage is dealt as assigned.
You would get priority, but there are state-based actions to process. Runeclaw Bear and Glittering Lion have lethal damage and are destroyed.
You get priority and pass.
Opponent gets priority and passes.
Combat damage step ends.
End of combat step begins.
You get priority and pass.
Opponent gets priority and passes.
End of combat step ends. Combat phase ends.
