Because Sarkhan's +1 ability (you're visibly talking about that one, not his -3) doesn't specify "in addition to their other types", they are no longer planeswalkers. That does the same thing that an older Sarkhan version, Sarkhan, the Dragonspeaker, does to himself: because they are no longer planeswalkers, they no longer lose loyalty counters for being dealt damage. However, they retain their loyalty abilities, those don't need the permanent on them to currently be a planeswalker to be activated. You could attack with them and still activate a loyalty ability of theirs in your second main phase.

No you can't. He is a creature that hasn't been under your control since your untap step so you can't attack.

But a creature eneds to have been under your control since your untap step or have haste to be able to attack. If neither of those are true it cannot attack, it doesn't matter if the creature is also a planeswalker or if it was a planeswalker earlier.

The cost to activate a "-N" loyalty ability is to remove N loyalty counters from the permanent where it appears (C.R. 606.4, 107.7); this is true whether that permanent is a planeswalker or not.
A permanent that isn't a planeswalker doesn't lose any loyalty counters for being dealt damage (C.R. 120.3, especially C.R. 120.3c), but it can still lose loyalty counters by other means, including by one of its "-N" loyalty abilities, if any, being activated (C.R. 606.4, 107.7) or by spells such as Aether Snap or abilities such as Vampire Hexmage's activated ability. Moreover, effects that remove a card type from a permanent don't remove any counters from that permanent unless they state otherwise (review C.R. 205.1a; see also this thread). However, state-based actions send only planeswalkers, not other permanents, to a graveyard for having no loyalty counters on them (C.R. 704.5i, 306.5c; see also C.R. 306.5).

As long you already controlled a given planeswalker as your turn began, yes, it will be able to attack that turn once made a creature by Sarkhan. All you need to understand is that the "summoning sickness" rule checks how long you've controlled a permanent that's a creature, not how long it's been a creature.
