No. If a "Whenever you cast" ability is going to trigger, it does so as the last step of casting. By the time Planar Outburst's awaken animates the target, the ability of Feather the Redeemed has long since failed to trigger.
601.2i Once the steps described in 601.2a–h are completed, effects that modify the characteristics of
the spell as it’s cast are applied, then the spell becomes cast. Any abilities that trigger when a
spell is cast or put onto the stack trigger at this time. If the spell’s controller had priority before
casting it, they get priority.

The target of the awaken effect would need to be a land creature (e.g., an already-animated Inkmoth Nexus) for Feather the Redeemed's ability to trigger, but no to your actual question. The triggered ability of Feather the Redeemed sets up a replacement effect. Replacement effects do not change timing. The exile from that replacement happens at the time the spell would otherwise be put into your graveyard as it resolves. In the case of Part the Waterveil, that time is "never".

Feather's triggered ability cares what the instant or sorcery spell targets only at the time the spell is cast (C.R. 601.2i). The ability doesn't care what the spell targets at any other time, including when that spell or that ability would resolve (Feather's triggered ability doesn't have an intervening "if" clause, for example [C.R. 603.4; compare that ability with Ink-Treader Nephilim's]). (However, a spell with targets will fail to resolve if all of them are illegal [C.R. 608.2b].)
