No, it can't. A spell is never a legal target for itself. You can't redirect a target to an illegal target.
Dash Hopes doesn't counter itself... technically. More to the point, it's not a counterspell.
If a "counterspell" is something that counters a spell as one of its effects, then we can actually say a counterspell never counters itself. An effect of a spell will never be to counter itself, because that would just remove a resolving spell from the Stack, and there's a rule that guarantees such a spell will continue to resolve. Then that spell has been countered "only in name". It's possible Wizards would print a spell that counters itself, but that would only be to say a "countering" took place - the concept of a spell countering itself is degenerate in the outset.

It's possible Wizards would print a spell that counters itself, but that would only be to say a "countering" took place - the concept of a spell countering itself is degenerate in the outset.
If Glorious End or Time Stop are cards and on the stack, they'll exile themselves, during resolution, as part of their own effects. So that's analogous, roughly, but... exiling is not countering.
I considered mentioning "end the turn" spells in my post, but, as you note, those just aren't counterspells.
The difference being that Time Stop does a huge song and dance for what it intentionally does to all the spells and everything else on the Stack, including itself, and after the fact you end up with a card in exile instead of in the graveyard. Countering a resolving spell does nothing but count as that.
