Protean Hulk died, triggering it's ability. One of the cards that was fetched was Elvish Visionary. The point of contention is whether or not the draw effect takes place before or after the shuffle the library portion of Protean Hulk's effect resolves.
I am nearly positive that the ETB of Elvish Visionary goes on the stack, to begin resolving once Protean Hulk has finished resolving. But my friend argues that, because of the period separating the two parts of Hulk's effect, that Visionary instead will resolve before you finish resolving Protean Hulk. I'm almost certain he's wrong, but can't find anything in black and white.

When Protean Hulk's ability resolves and brings Elvish Visionary to the battlefield, Elvish Visionary's ability will trigger, but won't do anything yet (C.R. 603.2). The Protean Hulk ability still has to finish resolving, which means the appropriate library is shuffled before the Elvish Visionary ability can even go on the stack, let alone get to resolve (C.R. 608.2c, 116.3b, 116.5, 116.4; see also C.R. 603.3). See also this thread and this thread. The fact that Protean Hulk's ability uses two sentences to separate its instructions is irrelevant here; in general, when a spell or ability resolves, its instructions are carried out in the order written (C.R. 608.2c).

There is no passing of priority in-between sentences or instructions from a single resolving spell or ability. It doesn't matter if they are separated by a period or a "then" or whatever else. They aren't two things resolving separately, just two effects from a single ability that happen sequentially as the ability resolves.
Priority is only passed after the ability has resolved fully. Visionary's ability won't even be put on the stack, much less resolve, before the player shuffles.
