Okay so Just last night (As it is 4:15 AM right now) We had an Incident involving Ramos, Dragon Engine and Runic Armasaur. I hav enough counters of Ramos to activate his ability and my opponent was going to draw a card.
I informed him he could not because it was in fact a mana ability. A quick google search also stated this. Fair enough he did not draw. But it was still a little confusing to him when i was explaining that any ability that adds mana to a mana pool (Regardless of the requirements) is a mana ability.
this is where Chandra, torch of Defiance (or really nay PW that adds mana) comes into play, as he has state that in the past he has seen people Stifle PW abilities that add mana. While i do not believe that is possible, i am curious if PWs (Seeing as their mana abilities are loyalty activate) have a weird interaction.
it isn't a loyalty ability (that is, it has no loyalty symbol in its cost)
(C.R. 606.2, 605.1a). Ramos's last ability is a mana ability since it's an activated ability that meets all three requirements (C.R. 602.1, 605.1a). Chandra's second ability, on the other hand, isn't a mana ability since it fails the third requirement; thus it goes on the stack as part of being activated, like almost any other activated ability (C.R. 602.2a; compare with C.R. 605.3b). An example of an activated ability that fails the second requirement is Witch Engine's second ability (C.R. 115.1c).
Any restrictions on when or how often an ability can be activated (such as found in Ramos's last ability [C.R. 602.1b]) don't change whether that ability is a mana ability.
EDIT (Mar. 14, 2020): Edited, including because one rule was renumbered with Core Set 2020.
